The Teacher Education Council (TEC), in partnership with the Commission on Higher Education (CHED) – Technical Panel for Teacher Education (TPTE) and the Research Institute for Teacher Quality (RITQ), is advancing Phase 2 of the nationwide reframing of the pre-service teacher education curriculum.
Phase 2 centers on strengthening the specialization component of teacher education degree programs, in line with Republic Act No. 11713, s. 2022 or the Excellence in Teacher Education Act. This stage involves the writing and finalization of specialization curricula that will serve as national standards for all higher education institutions offering teacher education programs.
Dr. Jestoni P. Babia, former TEC regular member and Lead for Professional Education (Foundations of Education) in the initial part of Phase 2, has successfully completed his assigned work. In support of the ongoing process, Dr. Babia recommended a group of highly qualified professors to take the lead in completing the remaining specialization areas. The appointed national leads and members are: • Dr. Ray Butch Mahinay – Lead, Alternative Learning System • Dr. Helmae Etulle-Tapanan – Member, Certificate for Teaching • Dr. Liza Chua – Member, Certificate for Teaching • Prof. Charlie Job Sumili – Member, BSEd Filipino
Working closely with TEC, CHED-TPTE, and RITQ, these professors will ensure that the specialization curricula are responsive to the country’s evolving educational needs, aligned with international best practices, and rooted in Philippine contexts.
This appointment serves as clear proof of the expertise and national readiness of City College of Cagayan de Oro professors, affirming their capability to shape and reframe the country’s teacher education curriculum—demonstrating that local academic talent can make a significant impact on the national education landscape.
