General Functions

The Human Resources and Management Division (HRMD), under the Office of the Vice-President for Administration, is responsible for the recruitment, development, and management of college teaching and non-teaching personnel.

The HRMD oversees a comprehensive range of functions related to human resources, employee development, and workforce management, ensuring alignment with the directives set by the Human Resource and Management Office of the City Hall of Cagayan de Oro, as prescribed by the Civil Service Commission (for regular personnel) and Commission on Audit (for job orders and contract-of-service workers).

Dinah Jill Galleros-Migallon, LPT, is a dynamic professional with a rich background spanning various fields. After graduating in March 2015 from Xavier University - Ateneo de Cagayan with a Bachelor's degree in Secondary Education majoring in English, Dinah quickly made her mark by passing the Board Licensure Exam for Professional Teachers the same year. With a passion for education and administration, she embarked on a journey that led her through diverse roles, each contributing to her growth and expertise. Transitioning from a Junior and Senior High School English teacher (2015-2017) to administrative and HR roles, Dinah has proven to possess exceptional organizational and managerial skills during her tenure at the City Museum of Cagayan de Oro and Heritage Studies Center from May 2017 to June 2020. Her responsibilities included overseeing the museum's day-to-day operations, managing procurement activities, and spearheading human resources development initiatives. Dinah's commitment to preserving cultural heritage went beyond her administrative duties, as she actively engaged with esteemed organizations such as the Mindanao Association of Museums (MAM) and the National Historical Commission of the Philippines - Local Historical Committees Network (NHCP-LHCN). Between June 2020 and June 2021, Dinah started working in the academic field as a Planning, Research, and External Linkages Associate at the Cagayan de Oro Technical-Vocational Institute (CDO-TVI). During this time, she was responsible for developing the institute's curriculum, providing technical assistance to stakeholders, and establishing partnerships to improve outreach efforts.

Dinah's commitment to promoting educational excellence and community engagement was also demonstrated during her tenure as Executive Assistant to the Focal Person for Education at the Local School Board (LSB) from June 2021 to June 2022, where she played a crucial role in coordinating various Cagayan de Oro city-wide education programs and initiatives. Aside from assisting the LSB Executive Director in the technical operations of the office, Dinah also served as a Secretariat of different education and youth committees and technical working groups, such as the Out-of-School Youth Development Alliance (OSYDA), Technical Education, Skills Development, and Employment Committee (TESDEC), and Northern Mindanao Regional Education Council (NMREC). Moreover, she closely worked with different national and local education bodies and partners for the city's programs, such as the DepEd CDO, Teach for the Philippines, Inc. (TFP), Ayala Foundation, Inc. (AFI), Synergeia Foundation, Inc., and Philippine Business for Education (PBED).

Dinah's professional journey continued to progress as she took on more strategic positions within the CDO-TVI and eventually transitioned to the City College of Cagayan de Oro. From June 2022 to April 2023, as the Head of the Administrative Services Division at CDO-TVI, she played a vital role in establishing internal HR and administrative guidelines. This laid the foundation for more efficient and streamlined operations of the school. Her subsequent role as HR Designate later that year underscored her commitment to upholding best practices in recruitment, selection, and personnel management, ensuring compliance with internal and regulatory standards. In her most recent role as the OIC- Director of the Human Resources and Management Division at the City College of Cagayan de Oro since January 2024, Dinah has been overseeing all aspects of the school’s human resources recruitment, administration, and management—with a keen focus on fostering conducive work environment and promoting staff development.

Outside her professional endeavors, Dinah finds joy in her personal life, cherishing moments with her husband, John Mari, and has been married for one year and counting. Together, they indulge in motorcycle “long rides”, binge-watch suspenseful Netflix series, delve into Paulo Coelho's books, and prepare dinners together at home. In both her professional and personal life, Dinah exemplifies dedication, passion, and a zest for life. Her unwavering spirit and her belief in the power of love, connection, and shared experiences are reflected in her commitment to her career and her nurturing of meaningful relationships.

Responsibilities


Recruitment, Selection, and Placement (RSP). Attracts and acquires qualified individuals through effective recruitment strategies, systematic selection processes, and optimal placement. Align hiring practices with the institution's needs, city-wide directives, and Civil Service Commission guidelines.

Human Resource Information and Records (HRIR). Maintain accurate and up-to-date personnel records, including attendance, leave balances, and other essential information. Provide a reliable database for decision-making, compliance reporting, and overall human resource management efficiency.

Learning and Development (L&D). Design and implement training initiatives that enhance the skills, knowledge, and capabilities of employees. Develop learning programs that align with the institution's objectives and support career advancement while adhering to city-wide policies, as well as CHED, TESDA, and Civil Service Commission guidelines.

Employee Relations and Concerns (ERC). Foster positive relationships between employees and the institution by handling employee concerns and grievances and ensuring compliance with policies and guidelines of City Hall, CSC, CHED, and TESDA. Contribute to a harmonious work environment while upholding legal and regulatory standards.

Rewards and Recognitions (R&R). Administer competitive and equitable compensation and benefits programs that attract, retain, and motivate a high-performing workforce. Implement rewards and recognition initiatives to acknowledge and celebrate employee contributions, aligning with the City College Merit System for Faculty and Non-Teaching Personnel.
