The Extension and Social Development Services Cluster (ESDS) serves as the prime mover behind the City College’s community extension and outreach services. As a unit of an LGU-run academic institution, ESDS’s thrust is to build a stronger campus and community environment that thrives on the City College’s values of Mission-driven, Inclusive, and Excellence. It aims to provide a platform from which students, teaching and non-teaching employees, partners, and neighboring communities can come together to explore new connections, collaborations, and contributions that achieve higher education and technical-vocational training and education goals with SERVICE as its center.
Dr. Ray Butch D. Mahinay currently serves as the Vice President for Extension and Social Development Services at the City College of Cagayan de Oro, where he aims for transformative initiatives that bridge academic institutions and communities through sustainable development, student empowerment, and innovative extension programs. His 20 years of experience in education and deep understanding of both formal and non-formal education systems, from basic to higher education, serve as a strong foundation for his leadership in this capacity.
In his previous role as the Regional Education Program Supervisor at the Department of Education, he managed the Alternative Learning System (ALS) for Northern Mindanao. This experience enabled him to champion inclusive education by crafting policies and programs that provided learning opportunities for marginalized populations. He expanded ALS programs into unconventional settings such as DOH drug rehabilitation centers, BJMP city jails, rebel camps, shelters under the DSWD, and various facilities run by government organizations (GOs) and non-government organizations (NGOs) in Region X. These efforts offered out-of-school youth and adults innovative pathways to education and rehabilitation.
Academically, Dr. Mahinay holds a Bachelor’s degree in Secondary Education, majoring in General Science, from Xavier University, where he was a CHED scholar. He earned an MA in Science Education from Bukidnon State University as a DepEd Graduate Fellow and a PhD in Educational Planning and Management from the University of Science and Technology of Southern Philippines.
His perspective on education is enriched by specialized certifications, including his recognition as a Certified Learning Facilitator from the National Educators’ Academy of the Philippines and a Microsoft Certified Educator. As a Dynamic Learning Program Ambassador under the PLDT-SMART Foundation, Dr. Mahinay has been a strong advocate for teaching-learning strategies that empower both educators and learners.
Through his leadership, research, and advocacy, Dr. Mahinay continues to shape a future where education is inclusive, innovative, and impactful.
This year, the Extension and Social Development Services cluster, in collaboration with the Office of Student Affairs and Services through their Grant-A-Wish initiative and the Central Student Government of CCDO, proudly hosted the Gasa ng Pag-asa outreach program.
Together, we spread joy and hope to the Barangay Agusan community during the festive season. This event was a heartwarming gathering that not only brought our college community together but also made a significant impact on the lives of many families and students.
The various gifts donated by our faculty and staff added to the festive spirit, ensuring everyone left with brighter smiles and happier hearts.

Last December 2, 2024, ESDS offices conducted a Field Coordination Meeting for the NSTP Service Learning Program. The primary goal was to establish strong partnerships with institutions where our NSTP students will engage in community service-learning sessions.
This meeting focused on the logistics and framework necessary for effective collaboration with nearby DepEd schools and the immediate communities of Brgy. Agusan, Tablon, and Puerto in our city. Their active participation and collaboration are crucial to the success of our NSTP Service Learning Program for the upcoming semester.

Last November 29, 2024, the City College of Cagayan de Oro had a pivotal meeting with the Philippine National Volunteer Service Coordinating Agency (PNVSCA) to discuss the proposed Memorandum of Agreement (MOA) and strategies for mainstreaming volunteerism within the academe.

November 19, 2024 – The Extension and Social Development Services (ESDS) Cluster conducted its 2nd Cluster Meeting at the City College's Audio-Visual Room (AVR). The meeting brought together directors and staff from various centers and offices to discuss recent activities, share insights, and strategize future initiatives for community engagement and development.
The meeting served as a platform for collaboration and knowledge sharing, reinforcing the Cluster’s role in promoting responsive and inclusive extension and social development programs. With these updates, the ESDS Cluster is poised to continue its mission of empowering communities and addressing societal challenges.
In a grand culmination of collaborative efforts, the HABI 2024 summit, held on November 11th, marked a vibrant achievement in the empowerment of out-of-school youth (OSY) across the Philippines. Spearheaded by the U.S. Agency for International Development (USAID) and the Education Development Center (EDC), Opportunity 2.0 has been a beacon of innovation and transformation, with Cagayan de Oro City shining as a key pilot site since its inception in 2023.
Co-organized by the USAID, the EDC, the City College of Cagayan de Oro (CCCDO) through its Youth Leadership Development Center (YLDC) and Office for Lifelong Learning & Professional Development, the Out of School Youth Development Alliance (OSYDA), and the Oro Youth Development Office (OYDO), the summit highlighted the invaluable contributions of the OSYDA members and partners in transforming the lives of the OSY.
Building on the remarkable achievements of HINABI 2023, this summit also served as recognition to CCCDO’s esteemed partners, marking it as a prelude to HINABI 2025—paving the way for more impactful and innovative initiatives.
