The Student Affairs and Services (SAS) encompass the services and programs in higher education institutions that focus on supporting students' academic experiences in order to achieve holistic student development. The cluster is led by the Vice President for Student Affairs and Services (VPSAS) and is comprised of three main divisions: Student Welfare Services (SWS), Student Development Services (SDS), and Institutional Student Programs and Services (ISPS).
SWS encompass fundamental services and programs essential for ensuring and promoting the welfare of students. SDS pertains to services and programs specifically tailored for the exploration, enhancement, and realization of students' complete potential for personal growth, leadership, and social responsibility through institutional or student-initiated activities. ISPS include services and programs designed to proactively address the fundamental health, nutrition, housing, and safety needs of students, including those with special needs and disabilities within the school community. Each division will be under the management of a Director, who will be responsible for overseeing various student support units. The organizational structure provided below delineates the chain of command and associated responsibilities.
Dr. Mark Raymond S. Tan brings a wealth of experience and academic distinction to his role as Director for Student Affairs and Services and Associate Professor V at the City College of Cagayan de Oro. His educational journey began at Capitol University, where he earned a Bachelor of Secondary Education with a major in Mathematics and subsequently a Master of Arts in Education with a major in Educational Administration. Throughout his undergraduate and graduate studies, he was recognized with several prestigious awards, including the Presidential Leadership Award, Excellence Award in Research, and Outstanding Student Teacher of the Year Award, highlighting his early commitment to excellence in education.
Following his master's degree, Dr. Tan embarked on doctoral studies at Liceo de Cagayan University, where he earned his Doctor of Education in Leadership and Management. His doctoral work culminated in the receipt of the first-ever Benemeritus Award, underscoring his exceptional academic performance and research contributions. This award is a testament to his dedication to scholarly inquiry and his capacity to make meaningful contributions to the field of education.
In his professional career, Dr. Tan has made significant contributions to student affairs and services in higher education. He served as the Director for Student Affairs and Services and Professor 1 at Capitol University for 12 years, where he played a pivotal role in enhancing the institution's SAS department. Under his leadership, the department achieved recognition as a Regional Quality Awardee by the Commission on Higher Education in 2020 and 2023 for its Outstanding Implementation of Student Affairs and Services. Dr. Tan's commitment to research and publication is evident through his numerous papers featured in esteemed international journals, such as the Asian Scientific Journal and the International Journal of Advanced Research.
His involvement extends beyond Capitol University; he has served as an Appointee of the Commission on Higher Education as a member of the Regional Evaluation Committee for Region X, reviewing and validating documents of faculty applicants for Instructor to Associate Professor positions. Additionally, he has taken on the role of External Reviewer of Student Affairs and Services Materials for other Higher Education Institutions in Region X, including Northwestern Mindanao State College of Science and Technology.
Dr. Tan's active engagement in professional organizations further underscores his commitment to the advancement of student affairs and services in the region. He currently serves as the President of the Council of Student Affairs and Services Practitioners in Region X and the Philippine Association of Practitioners of Student Affairs and Services – Region X Chapter. His affiliations also extend to the Capitol University Alumni Association, where he holds the position of Treasurer, and the Asia Pacific Student Services Association.
In consonance with Memo No. 1955, s. 2024, issued by the City Mayor's Office, instructing Job Order personnel of specific departments not to report to duty until further notice to give way for the routine proceedings relative to the expiration and renewal of appointments, adjustments have been made to the regular operations of our office.
The distribution of Student Handbooks/Planners and Identification Cards will resume on January 7, 2025 only. Additional dates will be announced soon.

This event equips students with the campus guidelines to help ensure a smooth and organized school experience.
The Office of Student Affairs and Services (OSAS) claimed the Best Organizational Unit Award during the City College of Cagayan de Oro PRAISE Awards and Fellowship Night on December 16, 2024, at IP Eco Park & Resort, Dahilayan, Bukidnon.
Such recognition marks a pivotal moment for the entire OSAS cluster. Despite the limited resources, the organization has taken substantial pioneering steps toward improving the student experience.
There's still more to do and improve on. As we come close to the end of this year, we're looking ahead with lessons from what went well and what could be better.

In a heart-pounding vocal showdown at City College’s Covered Court, George Dela Cerna of Gray Shark captivated judges and audiences with mesmerizing vocals, clinching first place in the Voice Competition. Representing Cluster A of the Technical Skills Technology Institute, his win solidifies their dominance. Jason Rey Caduyac of Red Crows and John Lloyd Bayno of Green Eagles claimed second and third, respectively, in a night of unforgettable performances.
In a series of gripping matches in the men’s category at the HIUSA League Chess Tournament held at the AVR CCCDO, Red Crow claimed 1st place, Gray Shark took 2nd, and Black Mamba secured 3rd. Red Crow demonstrated exceptional skill and strategic depth, with cohesive teamwork leading to their victory.
In an exhilarating women’s chess match at the HIUSA League, the Green Eagle claimed 1st place, Red Crow secured 2nd, and Black Mamba finished 3rd. The game was filled with tension as players and their supporters felt the immense pressure of the competition.

The Student Affairs and Services (SAS) Cluster held its first organizational meeting on November 12, 2024, from 8:00 AM to 11:00 AM at the AV Room. The meeting was conducted successfully, marking a productive start for the cluster.
Key discussions included the revised organizational structure and updates on student support initiatives. The cluster looks forward to a productive year ahead as they work together to enhance student services.
Also joining the Student Affairs and Services (SAS) Cluster is Ms. Gracia Marie A. Jurado, the Learning Support Services (LSS) Coordinator.
Ms. Jurado is a passionate educator and community leader with a strong academic and leadership background. She completed her Junior and Senior High School at Xavier University – Ateneo de Cagayan, where she also earned her Bachelor's degree in Elementary Education, majoring in General Education. A licensed professional, Gracia passed the Licensure Examination for Teachers (LET) in September 2023.
As the LSS Coordinator, Ms. Jurado is primarily responsible for handling and coordinating concerns from TSTI students. This includes ensuring that students are provided with adequate academic resources, guidance, and personal support to help them navigate both their technical training and academic requirements.
We are delighted to announce the designation of Ms. Andrea Alexa Joan V. Ermino, LPT as the Head of Multi-Faith Services and Coordinator for Student Handbook Development!
Ms. Ermino is a graduate of the School of Education at Xavier University - Ateneo de Cagayan, with a Bachelor’s Degree in Secondary Education major in Science. She is currently pursuing a Master’s Degree in Teaching Natural Science.
She formerly worked as a Science Teacher at Xavier University Junior High School for Grades 9 and 10, teaching Chemistry and Physics. She is also affiliated with the XU Night School Program and with other running programs under the Arrupe Educational Center.
With a background in student development and leadership, Ms. Ermino has extensive experience in providing guidance, resources, and advocacy for students across diverse backgrounds. She worked closely with students to ensure equitable access to mental health services, academic support, and financial assistance programs.
Known for her compassionate approach and strong problem-solving skills, Ms. Ermino is committed to helping students overcome challenges and thrive academically and personally.
The Student Affairs and Services (SAS) Cluster is pleased to have Mr. Roshmond Roi Entrina as the Office of the Director for Student Development Services Coordinator!
Mr. Entrina is an alumnus of Xavier University - Ateneo de Cagayan. He served as the Editor-in-Chief of the XU School of Education's Ang Giya Journal, Copywriter of the Crusader Yearbook, and the Content Lead of the Teacher Education Student Leaders' Assembly. Additionally, Mr. Entrina co-authored an article published in the Anatolian Journal of Education on student motivation and engagement, reflecting his passion for education.
With this role, Mr. Entrina's purview includes leadership training, student organizations, and student council activities. He will ensure that initiatives align with the institution's goals and contribute to the holistic development of the students.
Let's give a quick shout-out to Mr. Crysvenne P. Bislig, the Office of the Director for Institutional Student Programs and Services Coordinator!
He is a dedicated individual with a Bachelor's degree in Secondary Education from Xavier University - Ateneo de Cagayan. Mr. Bislig has participated in various educational programs and volunteer initiatives, including serving as a facilitator for the Philippine Youth Leadership Program and as a staff member for the Arrupe Educational Center.
Mr. Bislig will be working in the Student Affairs and Services (SAS) Cluster, focusing on enhancing institutional support programs and services within the college community.

By virtue of Governing Board Resolution No. 34 S. 2024 and Memorandum OPS-2024-146, Mrs. Lara has been appointed as the Coordinator for the Office of Students with Special Needs and Head of the Health Services Office.
Mrs. Lara is a registered nurse who completed her Bachelor of Science in Nursing from Xavier University – Ateneo de Cagayan in 2008. She has an extensive background in nursing, having served as the Head Nurse and Unit Manager at the Pediatric Intensive Care Unit (PICU) of Maria Reyna – Xavier University Hospital from 2016 to 2021.
We are thrilled to have her expertise and dedication to the SAS Cluster as we continue to enhance the services and support for our students' health and well-being. Let's extend our warmest welcome and support to Mrs. Lara as she takes on this important role!

We are excited to welcome Mrs. Faith Quinal-Colarte, RGC to the Student Affairs and Services (SAS) Cluster as the new Director of the Student Welfare Services Division!
Currently pursuing a Doctorate Degree in Psychology at Ateneo de Davao University, Mrs. Faith holds a Master’s Degree in Guidance and Counseling from Capitol University. She is also a licensed Guidance Counselor and an active member of the Philippine Guidance and Counseling Association.
In her new role, Mrs. Faith will also serve as the Head of the Admissions, Information, and Orientation, Guidance and Counseling, and Career Development Offices. Her expertise and leadership will play a key role in enhancing the student experience at City College of Cagayan de Oro.

On October 23, 2024, the Office of Student Affairs and Services (OSAS) successfully held a comprehensive Policy Orientation on Academic Dishonesty and the Student Discipline Process at the AV Room, from 1:00 PM to 3:00 PM. The session was attended by faculty and staff members from various offices of City College of Cagayan de Oro (CCCDO).
The orientation covered critical policies related to academic dishonesty, such as cheating, plagiarism, and other forms of misconduct. It ensured that faculty and staff are well-informed on how to handle these cases effectively. Additionally, the session outlined the proper procedures for addressing violations and emphasized the role of faculty in promoting ethical behavior. Clear guidance on the student discipline process was also provided, ensuring everyone is aligned in upholding academic integrity at CCCDO.
On October 22, 2024, the Office of Student Affairs and Services (OSAS) led a coordination meeting at the AV Room for the upcoming HIUSA Sports League Intramurals, set to take place from November 14-16. The meeting gathered representatives from various offices, including the Central Student Government, to ensure seamless collaboration in organizing the event.

Mr. Charlie H. Cosmiano is an accomplished educator with a solid background in both teaching and leadership. He founded and served as the President of the Student Teacher Association at Mindanao University of Science and Technology in 2016. Later, he became an officer in the Association of Student Teachers in Region 10 in 2017. His experience includes five years as the Grade 12 - Year Leader at Bugo National High School, where he demonstrated exceptional leadership in guiding students through their high school journey.
Mr. Charlie's designation as CSG Adviser was approved by the Governing Board during their regular meeting on October 16, 2024.
With him as the adviser, may the organization thrive and reach even greater heights!

The Bachelor of Technical and Livelihood Education (BTLED) program held its first election at the LB101 building on the CCCDO Campus in Cagayan de Oro City, with 21 students participating in this important event for the program.
Ms. Miscahel Ramos, President of the BTLED program, shared her gratitude: "I am truly thankful to be selected for the Bachelor of Technical and Livelihood Education (BTLED) program. I promise to give my best and serve you wholeheartedly as your President."
The election was a positive step for the BTLED program, promoting student leadership and governance.

With the new academic year inching closer, the office is gearing up with meaningful programs and services to support the development and formation of the students, and much is our anticipation of working with more people to this end.

They will work for the enrichment of the office’s student development, welfare, multi-faith, and institutional services, together with the OSAS Director, Mark Raymond S. On August 6, 2024, the offices under the Formation and Social Development Services (FSDS) cluster successfully concluded their strategic planning sessions in the Audio-Visual Room. The Office of Student Affairs and Services (OSAS), Linkages and Partnerships Office (LPO), National Service Training Program (NSTP), and the Guidance Office collaboratively laid the groundwork as the FSDS prepares for its 2025 OPCR.
The Office of Student Affairs and Services (OSAS) of the City College of Cagayan de Oro organized a review and consultation over the policies and guidelines on local off-campus activities on August 2, 2024, at the Audio-Visual Room. Faculty members from the Higher Education and the Technical Skills and Technology Institute clusters attended the conversation.
The consultation aimed to gather valuable feedback and suggestions to ensure the guidelines are practical and beneficial for both students and staff. Insights and experiences were shared during the discussion to help refine the policies.
