General Functions

The City College of Cagayan de Oro Finance Services Cluster plays a pivotal role in maintaining the institution's financial stability, accountability, and operational efficiency. Each division within the cluster is assigned specific roles and responsibilities that collectively ensure the effective management of resources, control of expenditures, and adherence to transparent and regulatory-compliant financial processes.

Operations within the cluster are aligned with the Implementing Rules and Regulations (IRRs) established by the City Budget Office, City Accounting Office, and City Finance Office under the Local Government of Cagayan de Oro (CDO). This alignment ensures that financial practices comply with local government standards, fostering uniformity, accountability, and transparency in all financial transactions and management activities.

Karl Hein M. Pios, LPT

Karl Hein M. Pios, LPT, serves as the Vice President for Finance and Assistant Department Manager at the City College of Cagayan de Oro. A proud alumnus of Xavier University - Ateneo de Cagayan, he holds a Bachelor's degree in Elementary Education with a specialization in Special Education and is currently pursuing a Master of Arts in Education, majoring in School Management, at the same institution.

With extensive experience in educational administration, Pios has contributed significantly across various leadership roles. At Xavier University, he managed the Arrupe Educational Center’s operations for four years, streamlining resources and supporting teacher education progra He also spearheaded community initiatives, including the E-CLIP "Binuliga" Project and the LAMDAG of ACT program, both aimed at empowering vulnerable groups like OSY and Children in Conflict with the Law (CICL).

As a Philippine Youth Leadership Program alumnus, Pios demonstrated his expertise in program logistics and stakeholder collaboration. His leadership continued at CDOC-TVI, where he enhanced student support systems as Head of Student Affairs and Services and later as Director for Administration.

Currently, his role at CCCDO leverages his strengths in financial management and strategic oversight, ensuring operational excellence. With a commitment to social responsibility and innovation, Pios remains a pivotal figure in advancing educational opportunities and community impact.
