On September 28, 2024, Dr. Ray Butch D. Mahinay represented the City College of Cagayan de Oro as a Speaker during the learning engagement titled “The Alternative System 2.0: DepEd Second Chance Education” held at the ACIT Philippines Training Center. The event was organized by ACIT Philippines and the Teresian Association and attended by teachers and professionals who advocate for inclusive education. Dr. Mahinay shared his expertise on the Alternative Learning System (ALS), emphasizing its transformative role in providing equitable access to quality education for out-of-school youth and adult learners. His presentation highlighted the importance of second-chance education in empowering individuals to pursue personal growth, gain essential skills, and reintegrate into the formal education system through flexible and community-based learning pathways.


This learning engagement supports United Nations Sustainable Development Goal (SDG) 4 – Quality Education, by promoting inclusive and lifelong learning opportunities for all, especially those excluded from traditional education systems. It also advances SDG 17 – Partnerships for the Goals, through the collaboration of educational institutions, civic groups, and faith-based organizations in implementing DepEd’s Second Chance Education initiative. The event demonstrated how shared efforts and partnerships can localize global education goals, fostering inclusive communities where every learner, regardless of background or circumstance, is given the opportunity to learn, grow, and contribute meaningfully to society.
