The Opening Ceremony of the Cadet Officers Candidate Course (COCC) Class 2026 was successfully held on January 28, 2026, with the participation of 19 ROTC students, 4 Philippine Air Force (PAF) officers, and 3 staff members. The ceremony formally marked the commencement of the COCC Class of 2026 and aimed to establish leadership structures while instilling discipline, patriotism, and commitment among the cadet candidates. The program opened with the National Anthem and a prayer led by MSg Patrick Nuez, PAF, setting a solemn and reflective tone for the activity.


Dr. Ray Butch Mahinay, Vice President of Extension and Social Development Services, delivered the welcome remarks, emphasizing character formation, service-oriented leadership, and the institution’s support for the ROTC Program. He expressed gratitude to the PAF, students, and other stakeholders for their collaboration and highlighted the inclusivity of the course, which adheres to Gender and Development (GAD) standards. Key program highlights included the Turnover of Command of the Corps Commander, the presentation of the COCC Class of 2026 by MSg Patrick Nuez, PAF, and the Declaration of Opening delivered by 2LT Roberto A. Ibaite Jr., PAF, Assistant Commandant.


The keynote message, delivered by 2LT Roberto A. Ibaite Jr., PAF, underscored the importance of leadership, discipline, integrity, and service to the nation, encouraging cadet candidates to embrace challenges and strive for excellence. The ceremony concluded with the mass singing of the Philippine Air Force Hymn, fostering unity and pride among participants. Overall, the activity successfully achieved its objectives and aligned with SDG 4 (Quality Education), SDG 5 (Gender Equality), SDG 16 (Peace, Justice, and Strong Institutions), and SDG 17 (Partnerships for the Goals) by promoting leadership development, inclusivity, strong institutions, and collaborative partnerships.
