On February 13, 2026, the Office of Student Affairs and Services (OSAS), in collaboration with the National Service Training Program (NSTP), successfully conducted a public orientation for all students on the Policy and Guidelines for a Drug-Free School and the Anti-Hazing Policy of the City College of Cagayan de Oro.


The invited guest speaker MAJ Virgilio A. Galarrita Jr., PAF (Res), Director for Operations of the 71st Air Force Group Reserve, led a fruitful discussion on Republic Act No. 11053 (the Anti-Hazing Act of 2018). Throughout the session, he emphasized the importance of the Rule of Law and the policies implemented to ensure the safety and security of the City College community.


Moreover, Ms. Cherry Hope C. Casiรฑo and Mr. Crysvenne P. Bislig and presented the Anti-Hazing Policy and the Policy and Guidelines for a Drug-Free School of the City College of Cagayan de Oro, respectively. They thoroughly explained the definitions, significance, coverage and accountability, as well as the corresponding sanctions under each policy.


Pursuant to Republic Act No. 11053 (The Anti-Hazing Act of 2018) and CHED Memorandum Order (CMO) No. 42, series of 2005, the City College of Cagayan de Oro conducted a campus-wide orientation to strengthen awareness of its Drug-Free School and Anti-Hazing Policies, reinforcing its commitment to student safety and well-being. The session highlighted the Anti-Hazing Act of 2018 and emphasized the importance of upholding the rule of law within the academic community. By promoting a secure, healthy, and violence-free learning environment, the initiative supports SDG 3 (Good Health and Well-Being), SDG 4 (Quality Education), and SDG 16 (Peace, Justice, and Strong Institutions).


In conclusion, the orientation reaffirmed the City College of Cagayan de Oroโ€™s strong commitment to fostering a safe, disciplined, and drug-free academic environment. Through comprehensive discussions on the Anti-Hazing Act of 2018 and institutional policies on anti-hazing and a drug-free school, students were reminded of their responsibilities and the importance of accountability. The activity strengthened awareness of existing laws and school regulations, promoting a culture of respect, safety, and well-being within the college community. Ultimately, the initiative reflects the institutionโ€™s dedication to upholding the rule of law and protecting the welfare of every student.
