The City College of Cagayan de Oro (CCCDO) proudly congratulates 𝐃𝐫. 𝐑𝐚𝐲 𝐁𝐮𝐭𝐜𝐡 𝐃. 𝐌𝐚𝐡𝐢𝐧𝐚𝐲, together with co-authors 𝐉𝐨𝐞 𝐉𝐫 𝐂𝐚𝐠𝐚𝐭𝐢𝐧, 𝐄𝐫𝐚𝐥𝐲𝐧 𝐂𝐨𝐠𝐥𝐢𝐧𝐠, 𝐊𝐫𝐲𝐬𝐭𝐞𝐥𝐥𝐞 𝐒𝐰𝐞𝐞𝐭 𝐎𝐜𝐨, and 𝐄𝐝𝐫𝐚𝐥𝐢𝐧 𝐌𝐚𝐧𝐥𝐚, on the publication of their paper titled "𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐢𝐧𝐠 𝐚 𝐓𝐡𝐞𝐨𝐫𝐲 𝐨𝐟 𝐂𝐡𝐚𝐧𝐠𝐞 𝐟𝐨𝐫 𝐚𝐧 𝐀𝐥𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐯𝐞 𝐋𝐞𝐚𝐫𝐧𝐢𝐧𝐠 𝐒𝐲𝐬𝐭𝐞𝐦 𝐑𝐞𝐟𝐨𝐫𝐦 𝐏𝐫𝐨𝐩𝐨𝐬𝐚𝐥 𝐁𝐚𝐬𝐞𝐝 𝐨𝐧 𝐭𝐡𝐞 𝟐𝟎𝟐𝟔 𝐄𝐃𝐂𝐎𝐌 𝐈𝐈 𝐑𝐨𝐚𝐝𝐦𝐚𝐩" in the 𝐉𝐨𝐮𝐫𝐧𝐚𝐥 𝐨𝐟 𝐈𝐧𝐭𝐞𝐫𝐝𝐢𝐬𝐜𝐢𝐩𝐥𝐢𝐧𝐚𝐫𝐲 𝐏𝐞𝐫𝐬𝐩𝐞𝐜𝐭𝐢𝐯𝐞𝐬 (Vol. 4, No. 7, July 2026).


This significant research initiative develops a Theory of Change framework for Alternative Learning System (ALS) reform, anchored on the national education agenda set by the Second Congressional Commission on Education (EDCOM II). Drawing on data from the Functional Literacy, Education, and Mass Media Survey (FLEMMS) 2024, the study highlights persistent challenges in functional literacy among adults, particularly across population groups, regions, learner types, and age cohorts. By linking demographic literacy gaps with ALS pathways, policy inputs, and intended outcomes, the research offers a structured, evidence-based approach to translating national reform efforts into responsive program design.


This study contributes to advancing inclusive, decentralized, and lifelong learning pathways within the Philippine education system, supporting evidence-based policymaking for more equitable access to basic education. The research aligns with the United Nations Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education) through its focus on functional literacy and lifelong learning, and SDG 10 (Reduced Inequalities) by addressing disparities in educational access among underserved learner groups.


This remarkable achievement reflects CCCDO's unwavering commitment to excellence in research, innovation, and scientific advancement. The publication of this paper in a recognized academic journal underscores the institution's growing contribution to interdisciplinary research and its dedication to producing impactful studies that address real-world challenges in education reform.
