City College of Cagayan de Oro (CCCDO) proudly celebrates the successful publication of a new research study titled “Bridging Certification Gaps in Electrical Installation and Maintenance: A Competency-Based Improvement Framework for TESDA Assessment Outcomes,” published in the Oro Journal of Sustainability and Development Research (OIJSDR).
The study was authored by Rhea Dablo, Jennary Balgos, and Jerry del Puerto of Tablon National High School, together with Psyche Cambo and Dr. Ray Butch Mahinay of City College of Cagayan de Oro.
The research addresses persistent gaps in certification outcomes in Electrical Installation and Maintenance (EIM) under the Technical Education and Skills Development Authority (TESDA). Despite ongoing efforts to strengthen Technical-Vocational Education and Training (TVET), inconsistencies in assessment results and certification rates continue to pose challenges for both learners and institutions.
Using a competency-based improvement framework, the study analyzed student performance data from 2022 to 2025, focusing on assessment trends, participation rates, and pass-fail fluctuations. The findings revealed notable declines in assessment participation and inconsistencies in performance, highlighting the need for structured interventions.
The proposed framework offers a practical and transferable model designed to strengthen EIM training delivery, improve student readiness, and enhance TESDA certification outcomes. It emphasizes data-driven strategies, targeted instructional improvements, and continuous monitoring to achieve more consistent and reliable assessment results.
This publication underscores the importance of aligning competency-based training with assessment standards, ultimately contributing to the development of a more skilled and certified workforce in the electrical sector.
