City College of Cagayan de Oro Vice President for Extension and Social Development, Dr. Ray Butch Mahinay, served as a Resource Person in the recently concluded National Framework and Design Development Workshop for Arabic Language and Islamic Values Education (ALIVE) in the Alternative Learning System (ALS), held from June 9 to 11, 2025 at the DepEd Ecotech Center in Cebu City.

The workshop, spearheaded by the Department of Education, through the Bureau of Alternative Education, in collaboration with the Bureau of Learning Delivery and Bureau of Curriculum Development, brought together curriculum experts, education leaders, and field implementers from across the country to craft a national framework for the integration of ALIVE in ALS delivery. The initiative supports the goals of Republic Act No. 11510 (ALS Act of 2020), which mandates the provision of inclusive and culturally sensitive education for all learners, particularly those in marginalized and non-formal learning contexts.

Dr. Mahinay shared his expertise in curriculum design, community-based education, and inclusive learning frameworks, contributing valuable perspectives on how ALIVE can be meaningfully implemented in ALS settings, particularly in Community Learning Centers (CLCs) nationwide.

“This initiative brings us closer to the vision of an inclusive and humanizing education system where no learner is left behind,” Dr. Mahinay said. “The development of an ALIVE framework within ALS will help ensure that our Muslim learners, especially those in underserved communities, have access to relevant, respectful, and empowering learning opportunities.”

The City College of Cagayan de Oro commends Dr. Mahinay’s active involvement in this national effort and reaffirms its commitment to contributing to education innovations that promote equity, inclusion, and cultural responsiveness across all learning sectors.
