Cagayan de Oro City, December 2, 2024 โ The City College of Cagayan de Oro (CCCDO) and the
Commission on Human Rights โ Region X (CHR-X) formalized their partnership on advancing
human
rights education through a ceremonial Memorandum of Agreement (MOA) signing held at the
Collegeโs audio-visual room.
The partnership project aims to solidify both institutions' dedication to upholding human
rights, which will empower individuals, strengthen communities, and advance the cause of
justice.
College President Dr. Jestoni P. Babia, in his recorded video message, emphasized that such
an
initiative allows the City College of CDO to take leadership in integrating human rights
concepts and participation into curricula; expanding human rights awareness; conducting
research
initiatives to enhance human rights education programs; and developing programs and
activities
for students, faculty, and the broader community.
Dr. Babia expressed his appreciation and gratitude to the Commission on Human Rights Region
X,
headed by Regional Director Atty. Jeanne Ivy F. Abrina, for their commitment to creating a
just
and humane society, aligning with the core values of the City College of Cagayan de Oro.
Dr. Babia also recognized the invaluable contributions of Dr. Jean T. Loquillano, Director
of
the Center for Human Rights Education, and Dr. Ray Butch Mahinay, Vice President for
Extension
and Social Development Services (ESDS), for their active leadership in advancing human
rights
education at the City College.
โTogether, we can create a world where human rights are not just words, but a reality for
everyone. This partnership with CHR is a testament to our shared belief in the power of
human
potential and the importance of protecting fundamental freedoms,โ he concluded.
CHR Regional Director Atty. Jeanne Ivy F. Abrina, who provided a brief background on human
rights based on international law, emphasized the institutionโs vision to shape a society
where
human rights are universally respected, protected, and promoted.
Director Abrina also highlighted the importance of collaboration and establishing Centers
for
Human Rights Education (CHRE) among colleges and universities to develop a more just and
equitable society by educating future generations about human rights.
Meanwhile, Vice-President for Extension and Social Development Services (ESDS), Dr. Ray
Butch D.
Mahinay, emphasized the institutionโs commitment to extending the reach of human rights
education through the ESDS cluster, specifically the Center for Human Rights Education, led
by
Dr. Jean T. Loquillano. VP Mahinay added that the center embodies the institutionโs
dedication
to instilling human rights values among learners and the broader community.
Dr. Jean T. Loquillano, Director for Human Rights Education, highlighted that the
partnership
aims to achieve Sustainable Development Goals (SDG) 10 and 16, which prioritize equality and
the
promotion of peace and justice, respectively.

directions. This resonates with the core values of the City College of CDO, which center on
recognizing and valuing the inherent dignity and worth of every individual,โ Director
