The Quality Assurance, Planning and Sustainability Office (QuaPSO), under the Office of the President, fosters a culture of continuous improvement at the City College of Cagayan de Or by ensuring ongoing quality assurance and improvement using multidimensional approach to strategic planning. This includes adhering to mandatory criteria for technical-vocational and higher education as well as incorporating environmental ideas into the overall design of the College.

In addition to monitoring adherence to both national and international standards for higher education, the QuAPSO actively participates in the institution's planning initiatives. Through the assessment and improvement of the academic and administrative procedures, the office is essential in determining the direction to ethical and progressive practice is further demonstrated by the incorporation of sustainability programs, which harmonize quality assurance, strategic planning, and Sustainability at the center of the City College's philosophy.




General Responsibilities
  • 1. Provide leadership for planning, sustainability, and quality assurance processes and good practices in the City College.
  • 2. Lead the development and implementation of strategic planning initiatives, ensuring alignment with the overarching goals and vision of the City College;
  • 3. Coordinate with the different offices in the sustainability programs that reflect the College's commitment to environmental responsibility and social impact.
  • 4. Develop and implement effective quality mechanisms to facilitate quality assurance; communicate and implement plans to bring the City College’s institutional effectiveness and policies into compliance with international standards;
  • 5. Establish clearly defined quality methods for administration, faculty members and non-teaching personnel;
  • 6. Coordinate with various campuses of the City College regarding quality assurance and enhancement of management systems, thus ensuring that the mechanisms, procedures and processes are followed to maintain quality level;
  • 7. Promote active engagement of administrators, faculty members and non-teaching personnel in quality improvement in all functions of the City College through multi-faceted strategic planning process;
  • 8. Prepare the documents and ensure the compliance of the City College with the CHED’s Certificate of Program Compliance (COPC) and Institutional Sustainability Assessment (ISA); as well as with TESDA, International Organization for Standardization (ISO), QS Stars Rating by Quacquarelli Symonds, and accreditation of the academic programs and the institution as a whole by the Accrediting Agency of Chartered College and Universities of the Philippines (AACCUP).

Roxanne Jul "Ms. Koko" Lumactud-Tandang is a dedicated professional with a Master of Applied Anthropology and Participatory Development from the Australian National University. With an impressive career spanning various key roles, including her current position as a Public Services Officer IV and Director for Quality Assurance, Planning and Sustainability. Ms. Koko excels in institutional and organizational development, strategic planning, project management, and community development. Her expertise extends to TVET administration, watershed management, and good education governance. She is a certified Project Management for Development Professionals (PMD Pro) Level 1 and is known for her passion for sustainable development and positive social impact. Ms. Koko's rich background and skills make her an invaluable contributor to her field and the communities she serves.

Responsibilities


The Director. QuAPSO Director steers the City College of Cagayan de Oro towards a future marked by excellence, sustainability, and continuous improvement. Reporting to the Office of the President, the Director plays a pivotal role in orchestrating activities that encompass strategic planning, sustainability initiatives, and adherence to mandated higher education and technical-vocational education standards.

This pivotal role encompasses the oversight of volunteer initiatives, the development of socially impactful endeavors to address community, and the encouragement of trainers, faculty, and students, to actively participate in service learning and/or civic engagement. Furthermore, s/he assumes the crucial role in evaluating the outcomes of the City College’s extension program endeavors, ensuring they contribute to the broader societal, economic, and educational welfare of the community.

Key Responsibilities
  • 1. Lead the Quality Assurance, Planning, and Sustainability Office of the City College of Cagayan de Oro.
  • 2. Create the City College Quality Assurance Manual and Framework, aligned with the mission, vision, and institutional development plan (IDP) of the City College.
  • 3. Ensure the City College plans are anchored on the 17 Sustainable Development Goals (SDGs).
  • 4. Lead the City College in the Office Performance Commitment and Review (OPCR) process and implementation.
  • 5. Meet the City College heads quarterly on the status of the OPCR/IPCR implementation.
  • 6. Provide initial rating of the offices based on the OPCR/IPCR targets.
  • 7. Define and monitor key performance indicators (KPIs) to measure and track the effectiveness of the quality management system in achieving academic excellence.
  • 8. Lead in the conduct of monitoring, evaluation, learning, and impact assessment initiatives to assess the effectiveness of educational programs and support services.
  • 9. Performs such other related duties and responsibilities as may be assigned by the City College President or as may be required by law.
